The plenary session began at 10 am amid heightened security both inside and outside the Parliament building. Tensions quickly escalated when Mityana Municipality MP Francis Zaake alleged the presence of armed individuals in the chamber. This claim led to a physical altercation between Zaake and Kilak North MP Anthony Akol, resulting in Zaake being rushed to the hospital.

Speaker Anita Among suspended the session twice, first for 30 minutes following the scuffle. During the suspension, opposition MPs accused security personnel of forcibly removing them from the chambers, and journalists were initially barred from the press gallery.

When the session resumed, primarily attended by members of the ruling National Resistance Movement (NRM), the House proceeded to pass the contentious bill. The opposition, led by Joel Ssenyonyi, had walked out in protest over the alleged mistreatment of MPs and restrictions on media coverage.
