First, Hon #Medard_Ssegona brought an issue in to concern at the floor of parliament on how Gen Tumwiine abused and underminded the Speaker. The Speaker ordered the parliamentary disciplinary committee to summon the General. This so happened when the speaker entered into inquisition about the piece land of which habours the Rufura (cattle slaughter point) in western Uganda. Gen Tumwiine told the Speaker to keep away from the issue saying she has no judicial powers to query any one on the matter and advised her to leave issues of Generals to Generals.
When pressure mounted on the general, he decided to apologise to the speaker for the misbehaviour. The speaker in acceptance of the apology also reminded Tumwiine on how he misbahaved still in 2017 when he was told the vacate the Normal Gallery building which he was occupying illegally as he wasnt paying rent. Speaker said that the General arrogantly replied that no one can order him to leave the building and that the speaker never contributed anything in the liberation struggle so she cannt order him to do anything.
After the whole fracas, Hon #Cecilia_Ogwal also came up and told parliament that Gen Tumwiine threatened to kill him when they met in the corridors of paliament because she had talked about the General’s misappropriate behaviour of insulting and underminding the speaker. On this note the Speaker also ordered the parliamentary disciplinary committee to summon and question Tumwiine on this matter. The speaker also ordered that Hon Cecilia Ogwal should be given security to safe guard her from the threat of being killed.
