Fr. Rupiny, born on November 10, 1974, in Parombo, Nebbi Diocese, has a rich background in both ministry and academia. He began his priestly formation at Uganda Martyrs’ National Major Seminary in Alokolum and later continued his studies at St. Mary’s National Major Seminary in Ggaba. After his ordination on August 28, 2004, he served in various capacities within the church, including as a parish vicar and parish priest.

His academic credentials include a Licentiate in Philosophy from the Pontifical Urbaniana University in Rome and a Doctorate in Dogmatic Theology from the Cardinal Stefan Wyszyński University in Warsaw, Poland. His research has focused on integrating theology with cultural contexts, particularly concerning Alur customary marriage and the Catholic sacrament of marriage.

Fr. Rupiny succeeds His Grace Raphael P’Mony Wokorach, who was appointed Metropolitan Archbishop of Gulu after serving as the Ordinary of Nebbi for nearly three years. The appointment of Fr. Rupiny is seen as a move to strengthen the leadership within the diocese and continue its mission of fostering faith among the local community.
