Kampala, Uganda – Dr. Leonard Kibuule, a celebrated orthopedic spine surgeon based in the United States, has turned to President Yoweri Museveni for justice after reportedly falling victim to a scam involving Masaka City officials. Dr. Kibuule, who has gained international recognition as one of the top surgeons in the U.S., expressed his disappointment and frustration over what he describes as deceit and betrayal following his attempt to invest in the medical field in his home country.

In September 2019, Dr. Kibuule was approached by then-Masaka City Mayor Godfrey Kayemba Afaayo, who proposed that he invest in establishing an orthopedic hospital in Masaka. The proposal included allocating land for the project, which was unanimously approved by the city council. However, complications arose when it came time for Dr. Kibuule to transfer ownership of the land for development. After initially cooperating, Mayor Kayemba reportedly became unresponsive, leading to significant delays and confusion regarding the land acquisition process.
Despite having made substantial payments for the land, including a confirmed receipt of Shs 130 million, Dr. Kibuule faced obstacles due to a court case involving another party claiming ownership of the same land. Efforts to resolve the matter with current city leadership have been met with little assurance, prompting Dr. Kibuule to seek intervention from higher authorities.
The surgeon’s appeal highlights broader concerns regarding corruption and governance in Uganda, particularly how such issues can deter foreign investment and undermine efforts to improve healthcare infrastructure in the country.
