Kampala, Uganda – Victoria University Guild President Khaukha M.A. Emmanuel has come out strongly in defense of the university’s Vice Chancellor, Prof. Dr. Lawrence Muganga, in response to public criticism over the presence of armed security personnel attached to him. The debate emerged after Videos circulated showing Muganga escorted by armed officers, with some questioning the necessity of such protection in what is perceived as a peaceful Uganda.

Khaukha dismissed the criticisms as shortsighted, stressing that Muganga is not an average university figure. “This is not just about a university administrator—this is a senior academician and visionary who has disrupted the status quo of an entire education system,” Khaukha emphasized.
He pointed out that Muganga’s transformative reforms—from digital-first learning models to industry-aligned curriculums—have unsettled traditional educational structures and sparked resistance from entrenched interests.
“That level of impact naturally creates opposition. It threatens individuals and institutions who benefit from outdated systems,” Khaukha added.
In this context, Khaukha argued that the presence of security isn’t excessive—it’s necessary. “This isn’t about prestige or paranoia. It’s about protection. If we truly value reformers, we must ensure their safety as they challenge norms and carve a new path forward for Ugandan education,” he concluded.
