Retired Assistant Inspector General of Police (AIGP) Sam Omala has passed away at the age of 65, marking the end of a controversial yet impactful chapter in Uganda’s security history. Omala died on Monday morning, April 28, 2025, at Mulago National Referral Hospital after a prolonged battle with cancer. His death was confirmed by Capt. Mike Mukula, CEO of Arrow Security Systems Ltd, where Omala served as Director of Operations and Deputy CEO.

Omala’s legacy is deeply tied to his role as Kampala Metropolitan Police Commander, particularly during the 2011 “Walk to Work” protests led by opposition figure Dr. Kizza Besigye. Known for his iron-fisted approach to crowd control, Omala was both praised and criticized for his handling of the mass demonstrations against government economic policies. Under his command, police often used forceful tactics to disperse crowds, leading to his reputation as a “tormentor” of opposition activists.

After retiring from the police in 2020, Omala transitioned to the private sector, joining Arrow Security Systems Ltd as Deputy CEO and Director of Operations, where he continued to share his expertise in security management. Funeral arrangements are yet to be announced.
