Hon.Kasibante of Rubaga North: Hon speaker, why does Goverment want to confuse us?
Kampala Capital City Authority(KCCA)a is an authority like we have UNRA, URA, ERA, REA etc etc, if KCCA ha a minister, why these other authorities like those I mentioned don’t have ministers?
Rt. Hon Speaker Jacob Oulanya laughs loudly and says,
Hon Kasibante, So u don’t know that those other authority have mother ministries they report to?? Eg, URA falls under Ministry of Finance and econ planning, ERA under ministry of Energy, UNRA under ministry of works and transport, the whole house burst in laughter.
